In my opinion, Steiner is also talking about the Annunaki and higher dimensional beings:

"What has previously been said about the fourth Root-Race, the Atlantean, refers to the great general mass of mankind. But the latter found themselves under leaders who towered high above them in ability. The wisdom possessed by these leaders, and the powers of which they were masters, could not be obtained through any earthly education, but were imparted to them by entities of a high rank, and not pertaining directly to the earth. It was, therefore, quite natural that the great mass of mankind regarded these, their leaders, as Beings of a higher kind, as “messengers” of the gods. For that which these leaders knew and were able to achieve could not have been accomplished by means of human sense-organs or human understanding. They were worshipped as “Divine Messengers,” and their precepts, commands, and instructions were accepted. By such Beings mankind was instructed in sciences, arts, and the construction of tools. And such “Divine Messengers” either directed the communities themselves, or instructed such men as were sufficiently developed in the arts of governing. These leaders were said “to hold intercourse with gods,” and to be initiated by these themselves in the laws according to which mankind was to develop. And this was in accordance with fact. This initiation, this intercourse with the gods, occurred at places quite unknown to the populace. “Temples of Mysteries” was the name given to these places of initiation, and it was from their midst that mankind was governed.

That which took place in the Temples of Mysteries was, accordingly, incomprehensible to the populace, and only very slightly did the latter understand the purposes of their great leaders. The people could, indeed, understand with their senses only what happened immediately on the earth, not what was revealed from higher worlds. Consequently the teachings of the leaders had also to be clad in a form which was unlike the form used in the communication of earthly matters. The language used in the mysteries between the gods and their messengers was, indeed, no earthly tongue, nor were the forms assumed by the gods in their manifestations of an earthly kind. “In fiery clouds” did they, the higher spirits, appear to their messengers, in order to instruct them how men were to be guided. Only a man can appear in human form; entities whose faculties surpass the human level must manifest under forms which are not to be found among those of earth."

It may help to recognise that 'distance, lockdown, and mask' as a basis to attack, control and manipulate a self-denial 'EXTERNALLY' actually does the reversal of thought by which a Covert ID is set up as a compartmentalised and fragmented 'mind' locked down in the physical, such as to split from the psychic. Giving us the be-lived experience of self and world we might call 3D dominant.

When Mind defines itself in limitation and conflict, the experience of limitation and conflict is maintained as a partiality given value and protection. The means to do so is always a present decision, but is represented as being made or set as a product of a Past that is received as a violation or Separation trauma, such that its Cause is concealed behind the mind of attempt to resolve its conflict by addressing it where and as it is NOT. IE: False flagged diversionary strategies of obfuscation, denial and diversion.

When a Mind consents or 'Falls' to split to Levels and conflicts, the Actual Communication is uninterrupted because Mind Is beyond all and any definitions by which to know Itself. And so the belief in Separation is protected by the redefinition of Innate Intuitive guidance and support to external powers that are both needed from a self-lack, and feared as association with the Source of Terror from which the mind dissociates to 'survive' in its own terms.

Seeking to translate the Living into the old wine paradigms of 'world view' or current personal and social identity' is as indicated above, alloyed in the use of mind to define in separation (thing-ness or object terms) so as to predict and control its reality, AND as the Intuitive Guidance to the reintegration of a seeming split mind to its already Wholeness, or Living truth.

Self honesty opens love of truth in place of feared and denied mask over truth, and so practice grows a clearer channel in which 'mind' becomes a transparency to Mind that is in no way separate from an Infinity that is prior to all dimensional scales and yet embraces them.

In terms of unfolding worldview, I see a lot in the recognition of an 'Electric Universe' at all scales, that replaces the object impact model of self and world with resonance and frequency domains. Plasma Cosmology and Plasma Mythology have common ground and we are not living the past experience of 'Gods' or Powers that literally moved mountains. Our mainstream science is the prison planet of a model set in anti-psychism or trauma-denial and distancing under its own mountains of rationalised extension to concealed premise.

The attempt to sketch out an alienation of our Self under a phished identity, and its projection of its own split (motive) can only extend an invitation to an intuitive recognition in which to align as each our own giving and receiving, in place of a 'getting' mind set in self-lack and locked in by fear and guilt as 'Protector'.

The restoring of trust to the heart of wholeness is the condition in which we no longer generate the conflicts that trigger and enact the limitation of 'divide and rule out' - be-lived as self-power or as power set apart from and over. The 'Field' of Relational being cannot be objectified or imaged without a capacity to identify in its frame, but of Itself is the Condition of harmonising and refining our imaged identity/world to reintegrate or heal - which embraces to a discernment of coherence that then communicates through our life and doings as qualities that could be called a higher dimensional reality - but in the sense of an inner and prior or upstream nature of which a quantified expression is explored, experienced and shared - though the truly shared is always in Spirit and never actually in the things or persons of our world.

Living our question, unfolds the answer as willingness to refine our question, until a problem is no longer set in terms of question seeking answer somewhere or somewhen else. The unfolding to innate desire of true desire is as a cup runneth over, and not a seeking to get filled. But scarcity and fear speak of trauma set in control. The 'addict' has to bottom out to a recognition of Living - regardless any predicament set in conflict and isolation, betrayal and loss.

A Course in Miracles reveals it as 'the ego' and as a choice that you are making, and so can unmake.

But it reveals You to your Self, not a model or set of ideas to serve the ego of the belief you must get a handle or better control over your self and world as a conflicted reality.

Describing and studying ego or mind-as-manipulation is also a way of feeding the habit.

It is set in seek and do not find and so loves to seek answer and solutions everywhere BUT where a problem or need can be truly addressed, and so frames all such needs to limit a range of false choices, in exchange for the freedom to ask from the heart and receive answer.

The idea that The ego or evil or alien agenda rules the world is in a sense correct when such 'world' is recognised as the result of a Self-alienating dissociation.
